Almost always, yes. Height, railings and footings are all inspected. We pull the permit and build to the Massachusetts code so the inspection is a formality.
Composite costs more up front and almost nothing to maintain. Pressure treated wood costs less and needs staining every few years. We quote both so you can compare real numbers.
Most decks go up in 1 to 2 weeks once the permit is in hand. Larger multi-level decks take longer.
If the framing and footings are sound, yes, and it saves real money. We inspect the structure first and tell you honestly whether it is worth keeping.
